The White-capped Parrot is distributed from north-west Venezuela through the Andes of Colombia and Ecuador to north-west Peru. See the distribution map at Birdlife International. It is found in temperate-zone forests and elfin woodland at 1,400 to 3,300 metres.

Clements and eBird treat this as a sub-species of Speckle-faced Parrot P. tumultuous where the nominate sub-species has a reddish head and breast and a green belly.
