The Eyebrowed Hemispingus is distributed in the Andes from Venezuela through Colombia and Ecuador to Peru and Bolivia. See the distribution map at NatureServe. It is found in humid forest, forest edges and secondary woodland at between 1,900 and 3,350 metres.
