The Eye-ringed Flatbill is distributed in Central America from southern Mexico to Panama and the extreme north-west of Colombia. See the distribution map at Birdlife International. It is found in upper and middle levels of forest and forest edges as well as secondary growth.

It perches quietly and can be easily missed. It moves its head looking for insects though it also eats berries and seeds. It has a broad, flat and massive bill.

Its vocalisation is a high-pitched scratchy whistle.
