The Collared Warbling-finch is distributed from south-east Ecuador to coastal Peru. See the distribution map at Birdlife International. It is found in dry scrub and dry forest up to 2,000 metres in the western slope of the Andes.

The male has a distinctive black breast band and white supercilium while the female is greyish brown with a pinkish-yellow bill as seen in photo 2.
