The Collared Owlet is distributed from north Pakistan eastwards along the Himalayas to eastern China and south to Malaysia. It is also in the islands of Sumatra, Borneo and Taiwan.

It is found on the edge of forest, woodland and scrub at between 1.250 and 2,750 metres. Food consists of insects, small birds, rodents and lizards which it hunts from a perch. It is active throughout the day but particularly at dawn and dusk.
