Shelley's Starling is distributed in the Horn of Africa and south into Kenya and northern Tanzania. Northern populations migrate south in the non-breeding season. See the distribution map at Birdlife International. It is found in semi-arid bush and woodland up to 2,000 metres.

Captain George Ernest Shelley (1840-1910) of the British Army was a geologist and amateur ornithologist. He was the nephew of the poet, Percy Bysshe Shelley.
