The Fawn-breasted Waxbill is distributed in equatorial Africa. See the distribution map at Birdlife International. It is found in damp, grassy areas alongside streams and rivers and on the edges of cultivation.

The taxonomy of this species is not clear. It may well be composed of several species and the sub-species which is a near endemic in Ethiopia E. p. ochrogaster is classified by some authorities as the species Abyssinian Waxbill E. ochrogaster.
