The Banded Kestrel is endemic to Madagascar where it is found in forest edge and woodland up to about 2,000 metres. See the distribution map at Birdlife International.

The generally brown rather than grey colouration of this bird suggests that it is a juvenile and it was perched close to a nest.

About the eyes, Ferguson-Lees says "Eyes variously described as light brown and pale yellow (perhaps some confusion with unusually conspicuous yellow eye-rings) and said to be darker on juvenile." However the eyes on this bird are pale yellow as are those on most of the photos I have seen of this species.
