The Blue-and-black Tanager is distributed in the Andes from Venezuela through Colombia and Ecuador to northern Peru. See the distribution map at Birdlife International. It is found mainly between 1,900 and 3,400 metres in montane forest and forest edges and clearings. It is found at higher altitudes than other Tangara tanagers.
