The Blackish Rail is distributed mainly in central and eastern parts of Brazil and adjacent areas of Paraguay and Argentina with disjunct populations in Colombia, Ecuador, Peru and Bolivia. There is a distribution map at NatureServe. It is found in marshes and swamps mainly in the lowlands but also, as in this case in the Andes, at much higher elevations.

Blackish Rail, Cerro Montezuma, Tatama, Risaralda, Colombia, April 2012 - click for larger image The nominate sub-species covers most of the range but in Colombia we find the sub-species P. n. caucae which is larger with paler underparts and usually a larger, whiter throat patch. As you can see in these photos the whitish throat patch is hardly visible so I wonder if this plumage represents a non-adult bird.

The call is a bit like that of a small hawk.
